Sea this tutu (and make it, easy)

Tutus are so easy I can even do it. Start with a piece of tule for the waistband (some people use elastic, but tule tied in a bow is adjustable and pretty). Tie on other tule. I fold a piece of tule, loop over waistband, stick ends through, tah dah! You can make some pieces longer than others for a faerie festive effect or for flowing water. Short bits in white or silver make nice waves. I used turquoise, deep blue, an iridescent green, silver and white, with various textures. Safety pin (or stitch) small plushies into it.
Certain kinds of hula dancers have a short bustle over the longer grass skirt. This accentuates the movement of the dancers. You can recreate this effect with a short tutu over top your longer one.
